The new Diversity and Inclusion Subcommittee of the House Financial Services Committee will hold a hearing entitled, “Diversity Trends in the Financial Services Industry.”

As noted by Congresswoman Joyce Beatty (OH-3), Chair of the Subcommittee on Diversity and Inclusion, “In order for the economy to work for everyone, we must embrace and harness the skills and talents of individuals from every background,” said Congresswoman Beatty. “Diversity and inclusion can no longer be buzzwords, rather they need to become part of the overall fabric of the companies and industries that are the engines and lifeblood of our economy. As Diversity and Inclusion Subcommittee Chairwoman, I will work with Members of Congress, government agencies, and the entire financial services industry to help create more ladders of opportunity and safeguard against artificial barriers and ceilings.”

Feds to Assess Diversity Practices at Banks....

Under Dodd/Frank, "six federal financial regulatory agencies – the Securities and Exchange Commission, the Board of Governors of the Federal Reserve System, the Consumer Financial Protection Bureau, the Federal Deposit Insurance Corporation, the National Credit Union Administration, and the Office of the Comptroller of the Currency –" must, by law, develop standards and an approach to assessing the diversity policies and practices of entities they regulate. This means looking at diversity at all banks, investment firms, and credit unions. All of them. Each of these agencies will develop a way to determine if the policies of the entities they regulate are fair, or at least, inclusive. They are asking for comments on this.

Waters may push federal agencies to more quickly implement Dodd-Frank diversity measures

Rep. Maxine Waters (D-Calif.), the ranking Democrat on the House Financial Services Committee, said recently that she and other members of Congress are pushing federal agencies to more quickly adopt Dodd-Frank diversity provisions.

Waters said that some agencies “have made more progress than others” in implementing a Dodd-Frank provision that mandates the establishment of offices of “minority and women inclusion” within several federal agencies. Section 342 of Dodd-Frank mandates that federal agencies recommend diversity measures, submit annual reports regarding each agency’s diversity-related activities and engage in outreach efforts aimed at the recruitment of minorities and women,American Banker reports.

The directors of each Office of Minority and Women Inclusion are currently drafting a joint proposal to assess diversity within each regulated agency.

“Because of the different organization structures of the agencies, some OMWI’s have to go through a more elaborate time-consuming process to vet any draft proposals within their agencies,” Waters said, according to American Banker. “I understand these different organizational hurdles and recognizes the need to carefully proceed with implementing section 342. But after more than a year since most of the OMWI’s have been in existence, I and other committee and [Congressional Black Caucus] members who fought for section 342 are growing a little bit impatient. If it takes very much longer for the OMWI’s to issue a draft proposal on these standards, for example, I and my colleagues may need to prod the agencies a bit to get them to move faster.”

Asking for quicker movement on Dodd-Frank Section 342

Rep. Maxine Waters, the senior Democrat on the House Financial Services Committee, said she and her colleagues are asking for a quicker pace of work to implement diversity provisions of the Dodd-Frank Act.
